Emeralds are naturally porous and inclusive stones, with surface reaching fractures, and in order to improve its clarity, it is a common and widely accepted practice in the industry to fill those fractures with oil or resin. Those materials are transparent and have a refractive index approximative to that of the Emerald. 
 
It results in a small improvement in the visual appearance of the Emerald, but it does not make major changes. For e.g., a heavily included Emerald will not look free of inclusions nor slightly included. It is important to highlight that those enhancements are not permanent and can be reversible at any time.
The levels of measurement are commonly 3, seen in the majority of independent gemological laboratory certificates. These are minor, moderate, and significant.
